FEMA-Approved Hazard Mitigation Plan

The Whittier HMP Update Has Been Adopted by the City and Approved by FEMA

The City of Whittier’s 2025 Hazard Mitigation Plan Update has been formally adopted by the Whittier City Council and received final approval from the Federal Emergency Management Agency (FEMA).

The City Council adopted the plan through Resolution No. 2026-33 on June 23, 2026. FEMA subsequently confirmed that the plan meets all federal local hazard mitigation planning requirements and approved it for a five-year period effective June 30, 2026.

Developed through collaboration among City staff, partner agencies, stakeholders, and community members, the plan provides a framework for reducing disaster risk, protecting critical assets, and strengthening Whittier’s resilience to natural hazards.

FEMA approval maintains the City’s eligibility to apply for hazard mitigation funding programs and supports continued implementation of projects that reduce risks to people, property, infrastructure, and the environment.

Thank you to everyone who participated in the planning process and helped support a safer and more resilient Whittier.
