WHITTIER Hazard Mitigation Plan Update 2025

FEMA-Approved Hazard Mitigation Plan

The Whittier HMP Update Has Been Approved by FEMA Pending Adoption by the City

The City of Whittier Hazard Mitigation Plan (HMP) Update has received Approval Pending Adoption (APA) from the Federal Emergency Management Agency (FEMA), confirming that the plan meets all applicable federal hazard mitigation planning requirements.

Developed through a collaborative effort involving City staff, partner agencies, stakeholders, and community members, the updated plan provides a framework for reducing disaster risk, protecting critical assets, and strengthening community resilience to natural hazards.

With FEMA’s APA determination now in place, the City is proceeding with final adoption of the plan. Once adopted, the City will maintain eligibility for FEMA hazard mitigation grant programs and continue advancing projects that reduce risk to people, property, infrastructure, and the environment.

Thank you to everyone who contributed to the planning process and helped support a safer and more resilient Whittier.
