The City of Shasta Lake is undertaking a coordinated, two-phase planning effort to better understand local hazards, reduce risks to residents and infrastructure, and prepare priority projects for future funding and implementation.
The two phases will share data, technical analysis, agency coordination, and community engagement, but each serves a different purpose. Together, they will move the City from understanding community-wide risk to identifying specific projects that can improve public safety and long-term resilience.
This work is fully grant-funded through programs administered by the California Department of Housing and Community Development (HCD) and the Federal Emergency Management Agency (FEMA).
The first phase will update the City’s Hazard Mitigation Plan, or HMP. The HMP provides a community-wide assessment of natural hazards, including wildfire, flooding, drought, severe weather, earthquakes, and other risks. The plan will evaluate how these hazards could affect residents, neighborhoods, buildings, critical facilities, infrastructure, and essential services. It will also review the City’s existing capabilities and establish a broad strategy for reducing future losses. Once approved by FEMA and adopted by the City, the HMP will help maintain the City’s eligibility for federal hazard mitigation funding.
The second phase will build directly on the HMP, the adopted 2040 General Plan, and the City’s water and wastewater master plans. Rather than repeating the broader hazard analysis, the Resiliency Plan will translate identified risks and planning goals into specific, fundable mitigation projects. The plan will examine wildfire, flooding, severe weather, drought, evacuation constraints, drainage deficiencies, roadway access, and water infrastructure at a conceptual, pre-engineering level. It will identify vulnerable neighborhoods and critical infrastructure and develop a prioritized portfolio of site- and corridor-specific projects with planning-level costs, environmental considerations, potential funding sources, and implementation guidance. The goal is to give the City a grant-ready implementation roadmap that supports capital planning, future grant applications, public decision-making, and investments that reduce life-safety risks and benefit disadvantaged and vulnerable populations.
Although the plans have different purposes, portions of the work will overlap. The City will coordinate data collection, hazard analysis, stakeholder meetings, public workshops, mapping, and community outreach whenever possible. This coordinated approach will reduce duplication and ensure that public input gathered during the HMP helps shape the more detailed projects developed through the Resiliency Plan.
Residents, businesses, property owners, community organizations, and partner agencies will have opportunities to participate throughout both phases and help identify local concerns, community assets, infrastructure needs, and priorities for future investment. The Resiliency Plan’s scope specifically includes inclusive outreach to high-risk neighborhoods and low- and moderate-income residents.
Begin the Hazard Mitigation Plan and Resiliency Plan, launch the project website, and open the community survey.
Conduct stakeholder interviews, public outreach, and initial hazard and existing conditions analysis
Complete public review, Cal OES and FEMA review, City adoption, and the related Safety Element update
Assess infrastructure vulnerabilities and develop potential mitigation projects, priorities, and funding strategies
Release the Draft Resiliency Plan and gather feedback from the community, Planning Commission, and City Council
Finalize and adopt the Resiliency Plan and its prioritized portfolio of grant-ready projects
