Resiliency Plan

Executive Summary

The purpose of the City of Shasta Lake Resiliency Plan is to create a grant-ready implementation roadmap that helps the City move from identified hazards and planning goals from the Hazard Mitigation Plan (HMP) into specific, fundable mitigation projects. The plan is intended to build on the adopted 2040 General Plan and water and wastewater master plans, in addition to the HMP updated in Phase 1, rather than duplicate prior analyses. The plan will address a variety of hazard risks, including from wildfire, flood, severe weather, and drought, at a conceptual, pre-engineering level. Its focus is to translate these known risks into site- and corridor-specific projects that will support long-term community resilience.

 

The Resiliency Plan will provide the City with a prioritized portfolio of capital improvement projects positioned to take advantage of state and federal funding opportunities. Through extensive community engagement during this planning process, it will identify vulnerable neighborhoods and critical infrastructure; lay the groundwork for projects that reduce life-safety risks and incorporate benefits to disadvantages populations; and support coordinated capital planning, grant applications, and public decision-making to build a more resilient Shasta Lake.
